The instructions, when executed by the at least one processor individually or collectively, cause the electronic device to receive a first request message for broadcasting a first warning message of system information (SI) for a public warning system (PWS), in response to the first request message, transmit first segments of the first warning message on a cell during a first transmission period corresponding to two modification periods, based on receiving a second request message for broadcasting a second warning message of the SI in the first transmission period, determine whether all available SI windows are in use or not, in a case that all the available SI windows are in use, store the second warning message in a buffer, and after all the first segments of the first warning message are transmitted, transmit second segments of the second warning message on the cell during a second transmission period corresponding to the two modification periods.
