According to various embodiments, an electronic device comprises: memory storing instructions and at least one processor. The instructions, when executed by at least one processor, may cause the electronic device to: receive at least one radio resource control (RRC) reconfiguration message from a serving cell; perform measurement for at least one neighboring cell based on information associated with conditional reconfiguration confirmed on the basis of the at least one RRC reconfiguration message; and perform at least one procedure for handover to a target cell satisfying a specified condition, based on which a radio link failure with the serving cell is detected and at least a part of the measurement result for the at least one neighboring cell satisfies the specified condition confirmed based on the information associated with the conditional reconfiguration.

1. An electronic device comprising: memory storing instructions; and at least one processor comprising processing circuitry, wherein the instructions, that when executed by the at least one processor individually or collectively, cause the electronic device to: receive, from a serving cell, at least one radio resource control (RRC) reconfiguration message including conditional reconfiguration information, based on the conditional reconfiguration information, perform measurement for at least one neighboring cell, when a result of the measurement for the at least one neighboring cell satisfies an execution condition identified by the conditional reconfiguration information, initiate a time to trigger (TTT) identified by the conditional reconfiguration information, wherein the TTT defines a time period during which the execution condition is to be satisfied in order to perform a procedure for a handover operation to a target cell, in case that a radio link failure associated with the serving cell is detected before the TTT expires, perform the at least one procedure for the handover operation to the target cell regardless of an expiration of the TTT, wherein the target cell is identified based on the result of the measurements and the target cell satisfying the execution condition.
