The UE includes a transceiver, memory storing one or more computer programs, and one or more processors communicatively coupled to the transceiver and the memory, wherein the one or more computer programs include computer-executable instructions that, when executed by the one or more processors, cause the UE to receive, from a base station, a system information block (SIB) including a first indication on whether a transmission of a second indication is allowed, identify that a UE capability is restricted for a multi-universal subscriber identity module (MUSIM), and transmit, to the base station, a radio resource control (RRC) message including the second indication indicating a UE temporary capability restriction due to the MUSIM operation.
