1. An information processing device comprising: circuitry configured to acquire a plurality of pieces of network request information individually transmitted from a plurality of terminal devices; acquire communication information indicating statuses of a plurality of communication networks usable by the plurality of terminal devices, the plurality of communication networks usable by the plurality of terminal devices having a total network capacity; determine whether the total network capacity of the plurality of communication networks satisfies a requested network capacity of a newly acquired network request information acquired from another terminal device different from the plurality of terminal devices; and control the communication network to be used by each of the plurality of terminal devices in accordance with the plurality of pieces of network request information and the communication information based on whether the total network capacity of the plurality of communication networks satisfies the network capacity of the newly acquired network request information, wherein the control of the communication network includes, under a first condition where the total network capacity of the plurality of communication networks satisfies a network capacity of the newly acquired network request information, maintaining use of the communication networks by the plurality of terminal device and selecting one of the communication networks for use by said another terminal device associated with newly acquired network request information, wherein the control of the communication network includes, under a second condition where the total network capacity of the plurality of communication networks does not satisfy the network capacity of the newly acquired network request information, control the communication network to be used by each of the plurality of terminal devices and said another terminal device in accordance with a priority assigned to each of the plurality of terminal devices and said another terminal device, wherein the total network capacity of the plurality of communication networks satisfies the requested network capacity of the newly acquired network request information in a case where the requested network capacity is less than the total network capacity, and wherein the newly acquired network request information includes a requested traffic characteristic in addition to the requested network capacity.
