In one example, a first user equipment receives a proxy operation authorization from a vehicular environment proximity services function for the first user equipment to operate as a Proxy for the proximity services function. The first user equipment then controls configuration information of other user equipment. The first user equipment also controls the vehicular environment operation mode used by the other user equipment.

1. A non-transitory machine-readable medium having instructions thereon that when operated on by a machine cause the machine to perform operations comprising: receiving, at a first user equipment (UE) and from a vehicle to anything (V2X) proximity services (ProSe) function, authorization for the first UE to send V2X configuration information to other UEs, wherein there is no direct connection between the V2X ProSe function and the other UEs; receiving, from a network node and based on the authorization, the V2X configuration information including information for updating V2X operational parameters of the other UEs; determining, without direct involvement of the network node, sidelink interface resources associated with the other UEs for communication of the V2X configuration information from the first UE to the other UEs; communicating directly, by the first UE to the other UEs, on the sidelink interface resources via upper layer signaling only, the V2X configuration information received from the network node, wherein the first UE does not modify the V2X configuration information before sending the V2X configuration information to the other UEs; and controlling, by the first UE communicating the V2X configuration information, V2X operation of at least one of the other UEs.
